The numbers on each dice range from 1-6. The two dice roll at the same time and the dice are independent of each other producing numbers randomly - Dice rolls are produced randomly, so it is possible to roll a dice total that is the same as the previous one, thereby creating a losing situation, as it is neither higher nor lower.
You will see that the potential payout for HI and LO bets change during the game depending on the starting total of the dice.
This is because the payout is linked to the possibility of rolling a particular number. If you are betting on higher than a 7 and you roll an 8 you would get a payout of x1.1 but if you roll a 12 you would get x14 this is because there is only one chance of rolling a 12 and five chances of rolling an 8.
